Sample Letter
As one of your constituents and a resident of York County, I am writing to express my opposition to any plan to take steps to pass breed-discriminatory legislation (BDL). Please do not waste our tax dollars or other valuable county resources on a plan that would make our communities less safe and less humane and would infringe on our property rights.
First, the fiscal impact to our county would be more extensive to pay for enforcement, kenneling, veterinary care, euthanasia, disposal, litigation and DNA testing. Since the county must comply with due process protections and carries the burden of proof, costs could be even higher.
Second, BDL does not result in safer communities. The ineffectiveness of BDL is among the reasons respected professional groups, including the American Veterinary Medical Association, the American Bar Association, the American Dog Breeders Association, the American Kennel Club, the United Kennel Club and the National Animal Control Association, are against BDL. Instead, these groups support strong breed-neutral laws. They believed that irresponsible owners and the allowance of dogs that have shown tendencies towards aggressive behaviors are the real issues. A preferred pro-active method to identify Dangerous Animals would better serve the safety of the community over BDL.
Third, BDL infringes on our property rights. In America, responsible dog owners should be able to own whatever breed of dog they choose.
Again, I strongly urge you to shut down this misguided plan and instead address policies that will make our communities both safer and more humane for all.
